Jefferson Lab, with its electron beam energies up to 12 GeV, is the world’s main facility for cold QCD. To explore the full potential of Jefferson Lab for precision studies of multi-dimensional nucleon structure, QCD dynamics, and precision searches for physics beyond the Standard Model, detector systems with large acceptance and capable of handling the high luminosity available from JLab's CEBAF become critical. This workshop aims to highlight the significance of the physics program at the luminosity frontier, with a focus on the main physics topics for the proposed SoLID and CLAS12 upgrades. The workshop will have sessions for each topic dedicated to discussion. The outcome of the workshop will be summarized in a whitepaper, which will serve as an input to JLab and the nuclear physics community for future planning in maximizing scientific achievements.
